Toulouse Métropole creates new public heating service with 70 % locally sourced renewables
Toulouse Métropole has chosen Dalkia to create a state-of-the-art heating and cooling network for the equivalent of 15,000 households, establishing a new, greener public heating service based on locally sourced renewable and recovered energy solutions.
On Friday, December 18, Jean-Luc Moudenc, President of Toulouse Métropole (an intercommunal area including the city of Toulouse and a number of its suburbs), and Jean-Michel Mazalérat, Chairman and Chief Executive Officer of EDF subsidiary Dalkia, signed a 26-year public service delegation (DSP) contract to design, build and operate the new "Plaine Campus" heating network.
The new network will recover by-product energy from the Mirail waste-to-energy plant and heat from the Espace Clément Ader research centre, which it will use to supply heating and hot water to buildings in the Rangueil, Empalot, Niel, Saouzelong, St-Exupéry, Montaudran Aerospace and Malepère districts. The connection to the waste-to-energy plant and the creation of a 36 km network of pipes will deliver sustainable, green energy to some 135 buildings at stable, competitive rates not subject to fluctuations in the price of oil.
A fully integrated gas-fired heating plant will be built in the Plaine Campus Aerospace zone to supply additional heating and back-up when needed, along with an underground substation near Espace Clément Ader and a moderate-temperature water loop at the Montaudran Aerospace business park.
Dalkia will foot the bill for the €49 million investment, with €14 million in subsidies from the heating fund set up by ADEME, the French environment and energy management agency. Dalkia is France's leading specialist in heating networks, and plans to complete the main part of the work in 2017 with a view to bringing the new public service on stream by winter 2017/2018.
The new heating network will be managed in real time using New Information and Communication Technologies (NICT), with key support from the Dalkia Energy Savings Centre (DESC) in Borderouge, working hand in hand with some 100 of the company's employees on the ground in Toulouse.
Renewables will represent 70 % of the energy mix for the new public service, which will also benefit from VAT breaks. It will be a cornerstone of Toulouse Métropole’s campaign to tackle fuel poverty and curb air pollution, preventing 19,000 metric tons of CO2 emissions a year.
This is Toulouse Métropole's largest campaign in the past ten years to tackle CO2 emissions in the region, and the biggest in France in the past five years, delivering the largest new-build heating network, which will eventually provide 120 GWh of additional capacity.
"'Virtuous-cycle' heating networks play a key part in the sustainable development of cities and regions. France's energy transition law introduces ambitious goals in this respect, targeting a fivefold increase in the amount of recovered and renewable energy delivered by these networks by 2030. Toulouse Métropole will help to meet that goal and manage energy consumption while offering local residents a greener, more efficient heating solution.
